CD/DVD Burning

They say it's illegal to download music&movies to burn them 2 CDs or DVDs. Well, if these things are illegal, WHY DO THEY MAKE TECHNOLOGY THAT DOES THIS?!?!?!?! To me this seems extremely DUMB!!! If its illegal, why not stop making CD/DVD burners? Wouldn't that be the smart thing 2 do?
